Rosfinmonitoring has developed a bill that would allow to block the bank cards of Russians for up to 10 days by decision of the Ministry of Internal Affairs or the Federal Security Service, if the money is used to organize uncoordinated rallies.
According to the explanatory note, the blocking would apply to uncoordinated rallies if the agencies believe that they may lead to “mass riots, pogroms, arson and other similar negative consequences.
Transfers are also proposed to be blocked if agencies “have information about their use for the purpose of financing” terrorism, extremism and drug trafficking.
