The Russian State Duma will consider a bill on penalties for the dissemination of “non-traditional sexual values.
The bill provides for fines of up to 500,000 rubles for individuals and up to 10 million rubles for legal entities.
There is already liability for dissemination of “non-traditional values” among minors.
The bill was submitted to the State Duma the day before by deputies of the legislative assembly of Sevastopol annexed by Russia. The proposed changes will be made to the Code on Administrative Offences.
Since 2013, Russia has had a law banning the promotion of non-traditional sexual relationships, suggesting that homosexual and heterosexual relationships are socially unequal. According to statements by human rights defenders, the oppression of the LGBT+ community has intensified since the adoption of this law.
