The family of the head of Roskomnadzor Andrey Lipov owns property worth more than 600 million rubles. This is reported by the publication "Layout". The journalists conducted an investigation based on the USRN data and traffic police databases. In his two years of service in an agency that blocks Russian media in batches for "fakes", "undesirability" and the slightest violations, Lipov has never published a declaration of income and property.
According to the investigation, in 2016 Lipov and his wife Oksana purchased a 44-acre plot in the Moscow village of Kamenka. The cost of a hundred square meters in this village is 1-3 million rubles, however, as the realtor specified, 6 years ago a hundred square meters there cost 700 thousand rubles. Later, a house of 1000 square meters appeared on the site. m, Lipov and his wife were recorded as owners. In 2020, when Lipov took over as head of Roskomnadzor, the house was transferred to his children Dmitry and Varvara. They also recorded two more mansions. The total cost of real estate is about 400-450 million rubles, writes "Layout".
In addition, the Lipovs found three apartments in Moscow: one on Profsoyuznaya Street and two on Vavilov. Their total cost may exceed 127.5 million rubles. Journalists calculated the approximate cost, focusing on the cost per square meter in similar apartments in the same residential complex.
The journalists also found out that Lipov's wife and son own a Range Rover and a 2014 Toyota Land Cruiser Prado. The minimum price of a car at the time of release was 3.2 million rubles. According to the documents, Lipov himself does not have a car.
Lipov has headed Roskomnadzor since 2020 and oversaw the development of a draft law “on the sovereign Internet.” Thanks to its adoption, Roskomnadzor actually began to control the entire traffic exchange with the ability to instantly block resources objectionable to the authorities. Since the beginning of Russia's invasion of Ukraine on February 24, 2022, the law has allowed more than five thousand sites to be blocked without courts or even imaginary attempts at trial. For example, a resource may be blocked due to the fact that its "publications could undermine the health of Russians."
Censorship of the Russian segment of the Internet and the promotion of pro-government resources became a gold mine for Lipov's predecessor, Alexander Zharov. The ex-head of the RKN, who after working in the department was appointed curator of the development of the domestic analogue of YouTube – RuTube, earned more in just 10 months of work than in all 8 years in Roskomnadzor. He receives 3,114 rubles a minute, more than 1 million a day.
