In 2021–2022 in most federal districts of Russia, there was a shortage of teachers, teaching staff and school leaders. This is stated in the report of the Center for the Economics of Lifelong Education of the RANEPA based on the data of the Ministry of Education on vacancies in the general education field.
In the country as a whole, the number of relevant vacancies exceeds the number of employees employed in the field by 3.1%. In federal districts, this figure varies from 1.2% to 4.8%. The smallest deficit is observed in the North Caucasus (1.2%), Volga (2.5%) and Central (2.1%) federal districts, the largest – in the Southern Federal District (4.8%). In the Far East, this figure was 3.5%, in the North-West region – 4.6%, in the Siberian region – 3.6%, in the Urals – 4.4%.
According to RANEPA experts, these differences are due to the difference in salaries between the subjects of Russia. In 2021, education employees in the Chukotka and Yamalo-Nenets Autonomous Okrugs and Moscow could earn the most (more than 100 thousand rubles). Least of all – Chechnya, Ingushetia and Kabardino-Balkaria (slightly more than 20 thousand rubles).
The lack of educational staff in Russia does not prevent the regional authorities from sending hundreds of teachers to the “LDNR” and to the territories of Ukraine occupied by Russia. Thus, about 60 teachers from Dagestan expressed their desire to work in the self-proclaimed republics. On a business trip, they will be paid a double salary and eight thousand rubles per day.
