Throughout the summer, the Kremlin's propaganda media vied with each other that the West, having lost faith in the prospects for Ukraine's military success, was reducing its military assistance. On May 28, Izvestia wrote in an article under the heading "The media learned about the reduction in the supply of weapons to Ukraine from Germany" wrote :
“Over the past nine weeks, the German government has reduced “to a minimum” the supply of weapons to Ukraine. <…>
It is noted that in the period from March 30 to May 26, Ukraine received only two shipments of weapons from the federal government. Germany shipped 3,000 anti-tank mines and another 1,600 specialized directional anti-tank mines in mid-May, according to documents. The previous shipment arrived in Ukraine a month earlier.”
On June 16, Sputnik, in a publication titled “Podolyaka told why Western military assistance to Kiev is rapidly declining,” circulated a comment by a “military-political blogger” popular among the Kremlin media:
“According to the results of the Ramstein-3 meeting, the amount of equipment allocated was many times less than the previous one. <…>
The result of "Ramstein-3" amazed everyone. <…> First of all, I was struck by Kyiv due to the meagerness of the equipment that they decided to allocate at this meeting. The amount of aid promised from Rammstein 3 is about six to seven times less than the amount of military aid from the West that was promised under Rammstein 2. The question naturally arises for the Kyiv regime, what will happen next, and how long will the Kyiv regime and the Ukrainian army stand if the supply of military equipment will be in such meager volumes? They will plug the whole thing with human flesh. The Ukrainian armed forces will suffer colossal losses.”
On July 7, the Eurasia Daily published an article titled “West cuts military support to Ukraine due to setbacks in Donbas.”
On July 22, a massive stuffing followed: various media reported in a rather peculiar way about the release of an article in The New York Times by Andrew Kramer "Ukraine is trying to prove that it can win, referring to its recent blows." Just in case, the title of the article was not mentioned, but they were looking for phrases in it that can be understood as disappointment in the capabilities of the Armed Forces of Ukraine. Thus, the REN TV channel, which titled its report “The United States said that the West has weakened assistance to Ukraine because of doubts in Kiev,” stated :
“Support for Kyiv from Western states is weakening due to uncertainty about the success of Ukraine in the conflict with the Russian Federation. It is reported by The New York Times (NYT).
Western governments are reportedly doubtful that Kyiv will be able to endure "fights of attrition" with Russia. Also, Western representatives have little faith in the effectiveness of the transfer of modern weapons to Ukraine.”
More recently, on August 18, the Vzglyad publication published the opinion of Doctor of Military Sciences Konstantin Sivkov. The publication is entitled "Two reasons for the reduction of Western military assistance to the Armed Forces of Ukraine are named."
And on August 19, RIA Novosti summed up all these "reductions". The article under the heading "Militia Commander: arms supplies to Kiev have become virtually unlimited"says :
“Western arms supplies to Ukraine have become open and practically unlimited,” one of the leaders of the Zaporozhye militia, the commander of the Troy detachment, Vladimir Novikov, called Alabai, told RIA Novosti.
“Now deliveries are massive deliveries already. If earlier these were hidden supplies, now they are already openly imported, in fact, in unlimited quantities,” Novikov said.
It won't change the end result, he says, but it does have some impact.
“Because, after all, the flow of military equipment is serious, and there are a lot of deliveries in terms of 'high-precision'. That is, one cannot say that it is critical, but it is really palpable, ”said the detachment commander.”
It seems that after the successful strikes of the Armed Forces of Ukraine on Russian military facilities, including in the Crimea, the "general line" of the propagandists has changed somewhat.
