The head of Chechnya, Ramzan Kadyrov, said that Russia is a federal state in which the regions “can be the initiators of any undertakings,” and called for “self-mobilization” in each individual region.
“I believe that each leader of the region is quite capable of preparing, training and staffing at least one thousand volunteers. For a single subject, this is not such a large number, I would even say that this is the minimum that subjects must fulfill to begin with, ”Kadyrov said.
According to him, the heads of the regions "do not need to wait for the Kremlin to declare martial law" when the issue can be "closed in the shortest possible time, and all this without declaring mobilization."
Political scientist Abbas Gallyamov, in a conversation with The Insider, commented on this statement:
“Kadyrov believes that he should not be silent. It seems to him that after the failures at the front, his silence can be perceived by enemies as confirmation that the head of Chechnya has finally weakened and this will push them to become more active. So he demonstrates that he is still active.”
Earlier, The Insider already drew attention to the fact that, in mobilizing forces for the war in Ukraine, the Kremlin relied on the formation of units in poor Russian regions. Given that the war was followed by an economic crisis, social tensions are truly explosive: if previously the regions felt powerless, now they have their own small armies.
On September 13, the leader of the Communist Party of the Russian Federation, Gennady Zyuganov, speaking at a meeting in the State Duma, called the “special operation in Ukraine” a war and called for “full mobilization”:
“How is a special military operation different from a war? You can stop the military operation at any time. You cannot stop the war, it ends either in victory or defeat. I'm leading you to the idea that there is a war going on and we have no right to lose it. Now, don't panic. We need a complete mobilization of the country, we need completely different laws.”
Later, party spokesman Alexander Yushchenko stated that Zyuganov was talking about mobilizing the economy and the political system, not the population.
