The "DPR" said that everything is ready for a referendum on joining Russia. It is planned to be held, including through electronic voting. This was announced by the head of the "Public Chamber of the DPR" Alexander Kofman on the air of the TV channel "Russia 24".
According to Kofman, his "public chamber" will come up with a corresponding initiative. “There will be no difficulties in holding a referendum in military units in the DPR,” Kofman clarifies.
Electronic voting is an innovation that was first introduced in Russia during the elections to the State Duma in the fall of 2021. The procedure has been repeatedly criticized by IT experts for its lack of transparency and manipulation of the system. In particular, in Moscow, in elections to the State Duma, votes cast through the Remote Electronic Voting (DEV) system were counted without independent observation. All observers were simply denied access to the system, explaining this by the actions of the FSB.
Already in September 2022, the authorities refused to publish the code of the electronic voting system before the votes were counted. According to the programmers, it is impossible to draw independent results without this data.
Programmer Petr Zhizhin discovered that a second “secret” blockchain was used to sum up the results, in which the results of “revotes” were stored. In addition, schemes were used to violate the secrecy of the vote. IT specialist Petr Losev noted that during the voting in the elections of municipal deputies in Moscow, the system hung up at least twice and during one of these problems “suddenly 7,000 votes arose.”
