“I don't understand one thing. The army – a million people, the National Guard – 350 thousand people, the Ministry of Internal Affairs another one and a half to two million, there are so many people in the Federal Penitentiary Service. Why would they call on civilians? That is, 5 million evaders will run back and forth across the country. And a million cops will run after them to mobilize them somewhere. <…> Right now, some Kovrov hard workers, 30-year-old men – they will now be called in to lie down somewhere near Kherson. It's all terrible. I think they will not call from Moscow. Call 50,000 people from Moscow and tomorrow 150,000 relatives will protest in the street.”
On September 21, Putin announced the mobilization in Russia. The decree was published on the Kremlin website. This was followed by a statement by Defense Minister Sergei Shoigu. According to Shoigu, 300,000 reservists will be called up.
It is not yet clear whether the borders will be closed for all those liable for military service. The Russian law on mobilization states that citizens registered with the military "from the moment the mobilization is announced, it is forbidden to leave their place of residence without the permission of the military commissariats, federal executive bodies that have a reserve."
