From September 22, representatives of the military registration and enlistment offices will be on duty at stationary traffic police posts. Cars will be stopped under the control of males, after which they will be sent to representatives of military registration and enlistment offices. Mobile groups will be on duty on intracity roads. This is reported by the Telegram channel "Pskov province", publishing a screen of the decree of the Ministry of Internal Affairs.

On September 21, it became known that the residents of the Kursk region, who are in reserve, were forbidden to leave the region. This was stated by the chief military commissar of the region Vladimir Rodionov. This rule is valid in the morning – from 09:00 Moscow time. To leave the region, you need to obtain permission from the military registration and enlistment office. And those who are registered with the military and are outside the region must return within three days.

At the same time, Rodionov assures that “no one will be spared,” and reminds of criminal liability for those who feign. According to him, people under 30 years old will be sent to units immediately, because "they have not forgotten their skills yet." And only those who complain about their health will undergo a medical examination. The head of the region, Roman Starovoit, said earlier that the region would send from 2.5 to 3 thousand residents to the war.

On September 21, Russian President Vladimir Putin announced a "partial mobilization". The decree is formulated rather vaguely: neither the mobilization criteria nor the quotas are specified, so anyone can be called up for service, according to this decree, say experts interviewed by The Insider.
