Graduates of military departments in universities will not be called up during partial mobilization, said Viktor Bondarev, head of the Federation Council committee on defense and security. It will affect only those who served – graduates are not equated with those who have completed military service.
At the same time, Andrey Kartapolov, head of the State Duma Committee on Defense, argued that the partial mobilization announced by President Vladimir Putin could affect graduates of military departments "if their military specialties are in demand."
“I say again: those who served. Only those who served will be called up,” Bondarev answered the question about those who graduated from the military department at the university.
President Vladimir Putin on September 21 announced a "partial mobilization" in Russia. His decree is worded vaguely: it does not specify either mobilization criteria or quotas, so everyone can be sent to the front according to it, say experts interviewed by The Insider.
Defense Minister Sergei Shoigu said that the mobilization will affect about 300,000 reservists, that is, those citizens who have signed a contract to stay in the reserve. However, there is no such clause in the document itself. Students, according to Shoigu, will not be touched. However, just three days ago, on September 19, United Russia offered to give students academic leave while they were sent to Ukraine.
