President Vladimir Putin on September 21 announced a "partial mobilization" in Russia. His decree is worded vaguely: it does not specify either mobilization criteria or quotas, so everyone can be sent to the front according to it, say experts interviewed by The Insider.
Defense Minister Sergei Shoigu said that the mobilization will affect about 300,000 reservists, that is, those citizens who have signed a contract to stay in the reserve. However, there is no such clause in the document itself. Students, according to Shoigu, will not be touched. However, just three days ago, on September 19, United Russia offered to give students academic leave while they were sent to Ukraine.
