In the published presidential decree, the mobilization is called partial, but no parameters of this partiality – neither territorial nor categorical – are indicated. According to this text, anyone can be called upon, except for employees of the military-industrial complex, who have a delay for the period of work. The fact that mobilization applies only to those in the reserve and having some especially needed specialties was said in the speech, but not in the decree. And yes, the operation in circulation is now proactive, not ad hoc. It didn’t work out on purpose, you have to act totally.

The decree does not give any details of mobilization. Formulated as broadly as possible. The President leaves discretion to the Secretary of Defense. In fact, the Ministry of Defense of the Russian Federation will decide who, from where and in what quantity to send to the war.
The mechanism will be as follows: the Ministry of Defense will form quotas for mobilization for each region of Russia. Governors will be responsible for their implementation. Ramzan Kadyrov obviously knew something when he announced the self-mobilization of the regions.
First of all, reservists will receive mobilization orders – these are men who have served in the army who have signed a contract to stay in the reserve. Secondly, the men who are in the reserve according to the categories, about which I wrote above yesterday. Shoigu set the bar at 300,000 people. If more is needed, the decree allows the mobilization of an unlimited number of conscripts.

According to this decree, it is impossible to say who will be affected by this mobilization and who will not. The decree does not contain any restrictions, and neither does the law. There is a certain procedure and procedure for conducting mobilization – first of all, people in the reserve should be called up, i.e. those who have concluded a special contract, they will be called first. The second category is people who are in the first category of the reserve. The reserve procedure is approved by federal law and is divided into three categories. The first is men under the age of 35 who have done military service, but as for restrictions, there are none, absolutely everyone can be called up to the reserve. There is no legal regulation.
As for the impossibility to leave the place of residence, the law states that in the event of the announcement of mobilization, persons who are registered with the military cannot leave the place of residence. No one knows how this will work in practice, because we have not had such a practice before. The law says in general terms that citizens who have been registered with the military since the announcement of mobilization cannot leave their place of residence without special permission. We have not only people in the reserve, and this is an important point. How it will work no one understands.

In a country where "cotton" and "flooding" we cast aside the word "partial" and are left face to face with the fact, with the reality that this is a mobilization. We are told that there are 60,000 dead in the armed forces of Ukraine, and only 5,000 in our army (which in a state of attack always suffers three times more losses). And immediately after that they say that 300 thousand will be recruited from the rear. They will catch different children whose blood has absolutely no value. This figure cannot be taken seriously, because Pandora's box is open, there is no longer any limit. As many people will be caught as will need to be thrown under the tank. If Shoigu, amid panic, says that we will not touch the students, then this means that they will also be touched.
That is, we see that this game has a verbal cover trying to soften the situation, but in reality it means that now it’s definitely the end. Because people will be caught, people will be directed, people will be abandoned. Our army is arranged in such a way that, as a rule, a person has only one battle.
