"Partial" mobilization may affect part-time students – they can be called up by decision of the draft board. The deferral applies only to full-time students. This is stated on the government portal "Explain.rf", where the authorities specify who and in what order will be called up.
To the question “Can a student be called?” the answer is given: “It is not planned to call up full-time students for mobilization. Correspondence students can be involved by decision of the draft commission for mobilization.
On September 21, on the day of the announcement of mobilization in Russia, Defense Minister Sergei Shoigu said that it would only affect those who had already served, who had combat experience and a military specialty. He assured that no one would touch the students.
Then the General Staff came up with clarifications. According to this statement, full-time students are not subject to mobilization.
At the same time, on September 22, it became known that in Ulan-Ude in Buryatia, students were taken directly from classes for mobilization. In the morning, the National Guard came to the university. “The cops are in my corps. 10-15 people,” wrote one of the students.
