The head of Chechnya, Ramzan Kadyrov , said that "partial" mobilization would not affect Chechnya. According to him, the republic has already exceeded the conscription plan by 254%.
Kadyrov writes that such indicators are a consequence of the formation of new units of the Russian Defense Ministry: “All candidates for service went through the Military Commissariat. We worked out this mechanism from the very beginning, even before the announcement of partial mobilization. <…> Residents did not even suspect that such issues could arise, but we have already decided everything.”
In addition, according to Kadyrov, there is a reserve of 3,000 volunteers in the region. He called on "the population of the Chechen Republic, in particular, our beloved and respected mothers, to remain calm" and promised that not a single resident of the republic would receive a summons. Kadyrov claims that Chechnya does not participate in the mobilization, as it has overfulfilled the norm for conscription. However, the same argument does not work in the case of Buryatia: in the republic, people are massively taken to war, dragged out of bed at night and delivered to the military registration and enlistment offices. At the same time, Buryatia from the very beginning of the war was one of the leaders among the regions with the largest number of dead military personnel.
