Ministry of Defense: Citizens with higher education who work in a number of organizations are not subject to mobilization. List

The Russian Defense Ministry has clarified the categories of citizens who will not be subject to mobilization. The department claims that the mobilization will not yet affect citizens with higher education who work:

▪️in accredited organizations operating in the field of information technology and involved in the development, development, implementation, maintenance and operation of solutions in the field of information technology and ensuring the functioning of information infrastructure;

▪️in Russian telecom operators and those involved in ensuring the stability, security and integrity of the operation of communication facilities, data processing centers, as well as public communication facilities and lines of the Russian Federation;

▪️in backbone organizations in the field of information and communications, as well as their interdependent persons who are the founder and (or) editorial office and (or) publisher of a registered mass media and (or) broadcaster of a TV channel, radio channel and involved in the production and (or) distribution media products;

▪️in organizations that ensure the stability of the national payment system and financial market infrastructure, bank liquidity management, cash circulation.”

“The lists of citizens submitted by the heads of the relevant organizations in the prescribed form to the General Staff of the RF Armed Forces will be considered the basis for exemption from involving citizens in military service for mobilization,” the Defense Ministry said in a statement.

Later, the Ministry of Digital Development of the Russian Federation explained the criteria by which employees of the IT industry can receive a deferment. Such a right can be obtained with higher education and full-time employees:

accredited IT companies involved in the development, development, implementation, maintenance and operation of IT solutions (software, hardware and software systems) or involved in ensuring the functioning of the information infrastructure;

telecom operators involved in ensuring the stability, security and integrity of the operation of individual communication facilities, communication facilities and communication lines of the public communication network, as well as data processing centers;

registered media, radio broadcasters, TV broadcasters included in the list of backbone, involved in the production and distribution of information products.

As Maksut Shadayev, head of the Ministry of Digital Development of the Russian Federation, explains, the head of the organization will have to confirm that specific employees are involved in the listed activities.
