In the departments of the Moscow Ministry of Internal Affairs, applicants, detainees and everyone who interacts with the police in any way are checked for fitness for military service, after which they are transferred to the military registration and enlistment offices. It is reported by Baza, citing sources. Thus, the police are looking for evaders. According to media reports, the police received a verbal order to conduct such checks.
If during the check it turns out that a person is fit for military service, the police must call the nearest military registration and enlistment office – and an officer will immediately come from there with a summons.
On September 21, Vladimir Putin announced a "partial" mobilization. Defense Minister Sergei Shoigu said that "about three hundred thousand reservists" are subject to mobilization. The authorities say that only professional military men will go to fight, but in reality, summonses are sent to everyone: those who could have been retired for a long time if not for the reform, elderly people with diabetes, spinal hernias, men with hearing problems, and even the dead .
Also in March, Vladimir Putin said that students are not subject to mobilization. However, on September 23, the president signed a decree according to which the mobilization will not affect only those students who receive education in full-time and part-time formats for the first time. This delay will not apply to absentees.
