“They gave the director a pack of subpoenas and said: give it to all the peasants.” Agricultural specialists are massively mobilized, despite the promises of the Ministry of Agriculture

Employees of agricultural enterprises are massively handed subpoenas, co-owner of Rostselmash Konstantin Babkin told Kommersant. His group of companies is engaged in the production of agricultural machinery. According to him, at some enterprises, a third of the employees give summons, and “somewhere they gave the director a pack of summons and said: give it to everyone, to all the peasants.”

Babkin noted that every head of agribusiness enterprises, in particular those involved in agricultural engineering, is now experiencing nervousness due to partial mobilization. At Rostselmash, which is headed by Babkin, 300 summonses were received for 14.5 thousand employees.

“What is happening can really affect the work of enterprises: now the situation in mechanical engineering is not easy, the restructuring of supply chains, the search for and production of components are complex tasks. If valuable specialists also leave, then this will, of course, complicate the work, ”says Babkin.

According to him, the Rosspetsmash Association wrote a letter asking Russian Prime Minister Mikhail Mishustin to help solve the problem, but there was no official response. At the same time, according to Babkin, unofficial replies nevertheless arrived. The heads of enterprises are recommended to solve the problem at the local level: to talk with administrations and military registration and enlistment offices, to prove that factory employees are more important at enterprises, and not at the front, to justify why it is important to keep one or another employee at the enterprise.

But in reality, summons come to everyone, regardless of the qualifications and value of the employee, says Babkin.

“The general feeling is that the subpoenas are sent out regardless of the value – the level of education, the level of salary, anyone can be sent. Who is the most valuable – I don’t know, here each enterprise has its own characteristics. Somewhere welders are especially valuable, somewhere engineers, somewhere IT specialists, somewhere managers are valuable. Differently".

On October 4, the Ministry of Agriculture announced that a deferment from partial mobilization is needed for the most important professions in the agro-industrial complex. Minister of Agriculture Dmitry Patrushev said that the main task of his department is "strengthening control over the smooth functioning of the agricultural industry." But at the same time, he called on enterprises to form a reserve of those not liable for military service before the sowing season of 2023 and start training them now. Why enterprises suddenly lost trained personnel – he did not specify.

The situation is the same in the IT sector: its specialists officially received a deferment from mobilization, but on October 11, a new order of the Ministry of Digital Transformation “On the list of activities in the field of information technology” appeared with the types of activities of Russian IT companies that can qualify for benefits, and their employees – to delay mobilization.

According to this document, IT workers of 36 specializations can get into the register of the Ministry of Digital Development and receive accreditation for a deferment. In particular, this is the design, modification and integration of software and databases, the production of radio electronic equipment, the development of the Internet of things and artificial intelligence, the development of games, 2D and 3D animation, and even “the provision of consulting and expert services in relation to sites or pages of Internet sites” . Taxi, carsharing, delivery and streaming services are protected.

A new requirement has also been introduced – a threshold for the share of revenue from IT activities of 30%. If the indicator is less, the company will not be included in the register. An important requirement is the presence of higher education in a specialty from another register.
