In the Samara region, mobilization was canceled for all men with three children. Previously, a deferment from mobilization in Russia was granted only on the condition that the man has four or more children dependent on him. This was announced by State Duma deputy Alexander Khinshtein in the Telegram channel:
“The draft commission of the Samara region decided today to cancel the mobilization for all men with three children. To date, about 70 such people have been mobilized. In the near future, all of them should return home from military units.”
The military registration and enlistment office of the Irkutsk region also received instructions from the General Staff to grant deferrals to fathers with many children who have three dependent children. This was reported on October 13 by the military commissar of the Irkutsk region Evgeny Fuzhenko, he was quoted by Ircity.ru.
On October 13, the head of the State Duma Defense Committee, Andrei Kartapolov, told Parliamentary Newspaper that now fathers with many children will be able to get a deferment from mobilization even with three children. He called it a goodwill gesture of the Ministry of Defense, which arose as a response to a public request. The changes, according to Kartapolov, have so far been made only to documents for official use and have not been officially published anywhere.
At the end of September, a bill was submitted to the State Duma on a deferment from conscription for fathers with many children. According to the document, fathers raising three or more children under the age of 18 will be able to receive a deferment.
On October 11, Nina Ostanina, chairman of the State Duma Committee on Family, Women and Children, published a message on Telegram stating that fathers with three children in Russia are considered to have many children, so they should not be subject to mobilization by law.
