In the region where martial law is introduced (or its measures are applied), a special regime for entry and exit is announced. Restriction of freedom of movement on it is introduced. Transport can be freely stopped and inspected.

By law, citizens have the right to be involved in the performance of work "for the needs of defense." Namely: to eliminate the consequences of the use of weapons, to restore damaged and destroyed economic facilities, life support systems and military facilities, as well as to participate in the fight against fires, epidemics and epizootics – the spread of infection among farm animals.

Curfew and travel ban

Citizens may be banned from being on the streets and in other public places at certain times of the day. Representatives of local authorities and law enforcement agencies are entitled to inspect people, their belongings, dwellings and vehicles, as well as detain them for up to 30 days.

The law also introduces military censorship of mail and messages transmitted via telecommunications systems, as well as control over telephone conversations. Specially created censorship bodies will deal with this.

Special regime for the sale of medicines

The law establishes a special regime for the circulation of medicines and preparations containing narcotic and other potent substances, as well as alcoholic beverages. It is also prohibited to sell weapons, ammunition, explosives and poisonous substances, weapons have the right to expropriate.

Isolation and internment of citizens of "enemy states"

One of the clauses allows the authorities to isolate, relocate, restrict or deprive of freedom "in accordance with the generally recognized principles and norms of international law of citizens of a foreign state at war with the Russian Federation."

The activities of foreign and international organizations in respect of which law enforcement agencies have received information that their work is aimed at undermining the defense and security of the Russian Federation are terminated.

The activities of parties, public and religious associations conducting propaganda and / or agitation and activities that “undermine the defense and security of the Russian Federation under martial law” are suspended.
