The occupying authorities of the Kherson region demanded that civilians urgently leave Kherson. The message was posted in the Telegram channel of the “administration” of the region.

Also, the pro-Russian authorities recalled that all divisions and ministries of civil administration should cross over during the day to the left bank of the Dnieper.

“Due to the tense situation at the front, the increased danger of massive shelling of the city and the threat of terrorist attacks, all civilians must immediately leave the city and cross to the left bank of the Dnieper!”

On October 21, the Russian government approved subsidies for housing and payments for those who were forced to leave Kherson. The document says that residents will receive a lump sum of 100 thousand rubles and a subsidy for housing, for this you need to submit an application. The head of the Crimea annexed by Russia, Sergey Aksyonov, said that on October 22, the My Documents centers began accepting applications for payments from “Russian citizens” who left Kherson and the right-bank part of the region.

Ukrainian President Volodymyr Zelensky has said that the Russian military is preparing a terrorist attack at the Kakhovskaya hydroelectric power station in the Kherson region, the dam could be mined. If it is blown up, more than 80 settlements, including Kherson, will be in the zone of rapid flooding. At the same time, “acting governor of the Kherson region” ( as propagandists call him ) Vladimir Saldo alsoclaimed that there was “an immediate danger of flooding the territories in connection with the planned destruction of the dam of the Kakhovskaya hydroelectric power station.” Military experts told The Insider that blowing up the dam makes no military sense for Ukraine. Russia, in their opinion, could theoretically take this "crazy" step in an attempt to keep Kherson. Most likely, the occupying authorities deliberately whip up panic in order to force the local population to leave, experts assured.
