A resident of Bataysk, Rostov Region, was forcibly registered as a volunteer after the completion of mobilization. The mobilized from Bataysk himself told about this to the 7×7 publication.

The man was handed the summons on October 27 and demanded to appear at the military registration and enlistment office two days later. Defense Minister Sergei Shoigu announced the completion of mobilization on October 28. Shoigu added that the military registration and enlistment offices will continue to recruit only volunteers and contractors.

A resident of Bataysk decided to appear on October 29, "so that there are no problems." At the military registration and enlistment office, the senior lieutenant told the young man that at first he was recorded as a mobilized man, and then they decided to rewrite him for voluntary service.

“I say that I did not give consent and have no desire to serve. In response, I heard: “I can’t help you, you are free, come on the 2nd,” the man said.

On October 31, the Ministry of Defense of the Russian Federation announced the completion of the mobilization and the termination of the delivery of subpoenas. At the same time, Kremlin spokesman Dmitry Peskov refused to answer the question of journalists whether to expect a presidential decree on the end of mobilization, without which it was not stopped.

“We will inform you additionally,” Peskov said, reports the BBC.

To a clarifying question whether the Ministry of Defense could send new mobilization tasks to the regions, that is, to resume the call for mobilization, the Kremlin representative replied: “In this case, there was a statement by the Minister of Defense, we need to focus on it.”

Please note that the law and the decree on mobilization require its announcement, but the completion or termination of mobilization is in no way regulated by normative acts, human rights activist Pavel Chikov points out , specifying that the regional authorities do not have the authority to complete the mobilization, although they assist in its announcement. According to him, the need for a new wave of conscription may arise at any moment. Chikov emphasizes that we need to wait for Vladimir Putin's decree, and before that, the "partial" mobilization and legal regime announced by him are preserved.
