Deputies and senators from United Russia will submit amendments to the Criminal Code to the State Duma, which introduce punishment for those who evade mobilization in the form of a fine of up to 500 thousand rubles or imprisonment for up to five years. Izvestia writes about this, citing sources in the State Duma.
According to the publication, the authors of the bill are the heads of the Defense Committees of the Federation Council and the State Duma, the head of the State Duma Committee on Security and Anti-Corruption, as well as his deputies.
For refusing to be mobilized, they want to fine evaders in amounts ranging from 200,000 to 500,000 rubles. Compulsory labor for up to five years, as well as imprisonment for up to five years, can also be punished.
Now in Russian legislation there is no criminal liability for refusing to participate in mobilization.
On October 28, Russian Defense Minister Sergei Shoigu announced that the "partial" mobilization activities had been completed.
However, on October 31, Kremlin spokesman Dmitry Peskov said that there was no decree on the end of mobilization, in case of its appearance, the population “will be additionally informed.” Later, Vladimir Putin, when asked about the decree on the end of mobilization, answered this way:
“I will talk to the lawyers, I did not even think about it, whether it is necessary to declare by decree that it is completed. But it is completed, the point is set.
