A separate document on the completion of mobilization in Russia is not needed, said Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation and State Building.
“No additional decrees on the end of mobilization are required,” he said.
Earlier, Vladimir Putin, commenting on the absence of such a decree, said: “I will talk with lawyers, I didn’t even think about it, whether it is necessary to declare by decree that it [mobilization] is completed. But it is completed, the point is set.
According to human rights activist Aleksey Tabalov, the reluctance to issue such a document suggests that the authorities want to reserve the opportunity to continue recruiting military personnel as part of mobilization, while avoiding image losses from the publication of new decrees:
“The decree of September 21 says that the contracts of military personnel are extended for the period of mobilization. If now a decree is issued to end the mobilization, then the authorities will face a massive outflow of mobilized contract soldiers who are waiting to be dumped. As a result, they neutralize the effect of mobilization that has been achieved.
By not publishing a decree on the end of mobilization, the authorities reserve the opportunity to continue recruiting people, because the war will continue and expand. The authorities will not have to make chaotic decisions: either to cancel the mobilization, or to announce it again – this would be a colossal image blow, which they are not ready to take. Therefore, some pseudo-legal constructions are being invented now that no decree is required. Abolition requires a decree, and this requires political will and a decision that no one wants to make, including the supreme commander.”
