The Russian Ministry of Defense issued clarifications on monetary allowances and other payments to mobilized
▪️ What makes up this monetary allowance
The minimum amount is 195 thousand rubles, it consists of a monthly social payment (158 thousand) and monetary allowance, which primarily depends on salaries for military positions and rank and length of service (at least 37 thousand).
Thus, an ordinary motorized rifle officer will receive a minimum of 195 thousand rubles, a platoon commander – about 225 thousand rubles, and a battalion commander – about 243 thousand rubles.
▪️ How is this money calculated?
Funds are credited to a bank card from the 10th to the 20th day of each month for the previous month of service, that is, military personnel who served from October 1 to October 31 will receive monetary allowance from November 10 to November 20.
At the same time, those who served from October 1 to October 31 will receive a minimum amount of 195 thousand. If the military served not 31 days, but less, the accrued monetary allowance will be less, in proportion to the period served in October.
This month, the financial allowance will begin to be paid ahead of schedule – from November 8th.
▪️ At the request of a serviceman, his family can receive money for him – what is needed for this?
To do this, you need to issue a power of attorney. In addition, a serviceman can issue an additional bank card linked to the same current account that he submitted to receive monetary allowance.
▪️ Is cash allowance taxable?
The social payment of 158 thousand rubles is not subject to income tax, and the monetary allowance of the mobilized is taxed, like all contractors.
For example, for a private in the position of a motorized rifleman, out of the 195 thousand due to him, 158 thousand will not be taxed, and the remaining 37 thousand will be taxed at 13%; thousand – tax 13%.
▪️ What additional payments are provided for the mobilized?
They are installed, like all military personnel, in accordance with the order of the Minister of Defense of 2019 No. 727. For example, they may be given monthly bonuses for special conditions of military service or for special achievements.
▪️ What is a one-time payment of 195 thousand rubles for conscripts who have signed a contract?
From September 21, all conscripts or those mobilized who have signed a contract for military service for a year or more will receive a lump sum payment of 195,000 rubles. It is made after the conclusion of the contract.
Further, such military personnel will receive monetary allowances with appropriate allowances, like all contract soldiers, depending on the tasks performed.
