Deputy Speaker of the Federation Council Kosachev: Zelensky’s 10-point formula lacks the main thing – the neutral and non-nuclear status of Ukraine and the obligation of its authorities to ensure the equality of citizens before the law, regardless of language, political views and religious beliefs.
He recalled that these were the two key provisions of the 1990 Declaration on State Sovereignty of Ukraine, on the basis of which Russia recognized Ukraine within its administrative borders of the USSR.
