Senator Lyudmila Narusova withdrew its draft law criminalizing torture “in view of the need for further development”.
Previously, negative opinions on the document were given by the legal department of the State Duma and the relevant committee.
Recall that in parallel, a bill on punishment for torture was introduced by Senator Andrei Klishas: Narusova criticized its text.
In December 2021 Narusova toldthat “she, together with Ombudsman Tatyana Moskalkova, has been preparing the relevant amendments to the Criminal Code since 2018, and the introduction of a similar bill came as a surprise to her. As Klishas told her, he did this because “he doesn’t want to quarrel with the security forces,” and his bill will be accepted, but Narusova won’t.”
