Russia fired missiles at the Dnieper, a video from the registrar of one of the eyewitnesses was published on social networks. Russian propagandists also publish videos, signing them as "rocket strikes on targets in the Dnieper".

Prime Minister of Ukraine Denys Shmygal said that Russia is attacking gas production facilities in Ukraine and the Southern Machine-Building Plant (Yuzhmash) in Dnipro, which produces rocket and space technology. He reported on the strikes at the Kiev International Economic Forum on the morning of 17 November.

“In the early days [of the war] we were predicted to lose literally in days, in weeks – we survived. Nine months of struggle we learned to live with it. Now rockets are flying over Kyiv, now they are bombing our gas production, our enterprises in the Dnieper, Yuzhmash, are being bombed. But despite this, we understand how to deter the occupiers.”

On the morning of November 17, several missile hits on two infrastructure facilities were recorded in Dnipro, the strikes were reported by Deputy Head of the Office of the President Kyrylo Tymoshenko and Mayor of Dnipro Boris Filatov.

Ukrainian President Volodymyr Zelenskyy also posted a video of the strike on his Telegram channel, saying it was further confirmation of how "terrorists want peace":

"Morning. Peaceful city, people want to live their usual lives, go to work, on business. Rocket strike! The terrorist state really only wants to bring Ukrainians as much pain and suffering as possible.”
