For breaking or recruiting into agents, prisoners are brought to KTB-1 from various institutions of the Krasnoyarsk Territory, and sometimes from other regions. There are three main ways of influence here. Firstly, direct, including sexualized, violence, it is used in the escort (this is the name of the cells intended for the awaiting escort). Secondly, punitive psychiatry – an entire department is assigned to it (psycho-neurological, abbreviated PNO). And thirdly, breaking with the hands of "watchers" and "vagrants", who, hiding behind "concepts" and "thieves' way of life", perform tasks in KTB-1 from the administration of the institution and the Krasnoyarsk department of the Federal Penitentiary Service.
Many of those who ended up in KTB-1 for treatment may not even suspect that in the neighboring department, prisoners are beaten and raped, and healthy people are stabbed with the strongest psychotropic drugs.
KTB-1 often becomes one of the circles of hell for those who are sent to the EPKT-31 torture facility , which The Insider wrote about last year. Prisoners injure themselves – "open" or "stab" – that is, they try to cut the veins in their arms or neck, or drive nails and other suitable objects into themselves in order to avoid torture in EPKT-31. But they are taken to KTB-1 and there they are subjected to another kind of torture.

I was in KTB-1 three times: the first time in 2017 and then twice in 2019. The first two times he was operated on in the hospital, because he drove pins into his body to avoid torture. For the third time, in September 2019, they brought me as a punishment: they beat me, tied me to a bed, and injected me with neuroleptics. Name changed.
In the KTB there is PNO-1, a psycho-neurological department, those who crossed the road to the GUFSIN are sent there <meaning the Main Directorate of the Federal Penitentiary Service for the Krasnoyarsk Territory – The Insider> . They had such a “thieves” there, Lenya, nicknamed Malets, a “tramp”, he controlled everything, and the rest was done by “activists” <administration assistants from among the prisoners – The Insider>. People were brought there to be torn to pieces.
I went up to the department. In a place where there were no cameras, I was attacked by "activists", they have such a practice. They tied me to the bed, this doctor, who works for the GUFSIN, came running and gave me an injection. I twisted my joints all night, my consciousness became cloudy, I even wanted to die. I was injected with drugs for a day, then they untied me from the bed. I spent 14 days there in total.
In the KTB department, a whole gang of “pressers” operated in the department <prisoners who, at the direction of the administration, exert physical pressure on other prisoners – The Insider >. Doctors or the opera told them who to beat, and they went.

I was released from IK-7 a year ago, from there the prisoners were taken to the PNO and then they played a video of them washing urinals there <demonstration of a humiliating procedure, probably should have meant that these prisoners were transferred to the “offended” caste – The Insider> . There was such a practice in the KTB – if a person did not have time to remove tea or coffee from the nightstand, he was taken to the escort, and there the convicts – "developers" beat him and forced him to apologize on video. I was in KTB-1 several times from 2014 to 2020. According to him, torture, humiliation and pressure in the KTB do not stop to this day. In 2020, in this hospital, he was tied to a bed and injected with psychotropic drugs. Threatened with rape. Name changed.
Being in the KTB, I observed how the system of the Krasnoyarsk GUFSIN is arranged, how employees, informers and "pressers" work. In KBT-1 there is an escort where various convicts are brought. There are press huts where the same convicts, but who work with the administration, knock out testimonies from prisoners, film them, force them to apologize, scare them with penises and rape them, beat them, tie them up. It's all there all the time.

They talk to you about how you were wrong somewhere, beat you up, write some papers about how you are so-and-so, that you have no place “among people”. Perhaps the "thieves" are also there in some of their positions, it's just that no one knows about it. And it happens that they leave and come back in a week. They are not sick, they are not treated there, but simply "maintain order and regime." And the sick are told not to lie on their beds and listen to the administration.
Of the "thieves" there is Malets Lenya, Head Kostya – they all work together. There are many departments there, there are those who look after the department, who control the masses so that they do not rebel, fulfill all the requirements of the administration and the regime, which should not even exist. If a person who comes to the [Krasnoyarsk] department: to SIZO-1 or the Chamber of Commerce and Industry, where there are also press huts, does not agree to cooperate with them, then in 95% of cases he is sent to this hospital. Almost everyone who comes from other regions and who is not dealt with is tried to be taken to this hospital in order to have influence on them. If they refuse, then difficult situations are created for them with the help of their local "thieves" from the KTB – they beat him, or do something else.
The medical staff sees this and knows everything, but everyone is silent. Nobody says anything about it, it's all happening to this day, at least in 2020 it was all. People are kicked out of the wards to sit on a stool or even stand and watch these videos, even if someone is after surgery.

I got into KTB-1 in February 2019. He was taken to the torture facility SIZO-1, and on the way he "stuck". According to him, publicity saved him from reprisals at the KTB. Grigory's wife wrote complaints, and he himself handed over a suicide note to public defenders, where he asked, in the event of his death, to blame the leadership of the colony in which he was serving his sentence.
KTB-1 is a separate structure, the most rigid. He says: “Okay, fine, but will you allow me to do the operation?” And I say: “Who is the head of the institution there? If there is an assertion on their part that nothing will happen to me, then yes. I need guarantees that I won't be stabbed." He said, “OK, I'll talk to the higher officials. We heard your demand, we understood that you do not want to cooperate, just give permission for the operation. And I answer: “What guarantees can there be? You have no faith." As a result, they brought some “tramp” who was sitting on a tubanar <in the tuberculosis department – The Insider> , Tiberius Makhachkala, in my opinion, and so he told me: “I vouch, I give you my word that nothing is wrong with you will not. I was developing pneumothorax, my health was deteriorating, and plus I hadn't eaten anything yet, so they didn't know what to do.
Why they were afraid to kill me, I later found out – because my wife wrote complaints. I was included in the Gulag.Net security register, she talked to human rights activists: Anton Drozdov and Vladimir Osechkin. They monitored my stay in the Krasnoyarsk Territory, and this probably stopped the operatives a little. Plus, when I was leaving the colony, through social activists I sent my suicide letter out into the wild, where I wrote that if something happened to me, blame Belyakov <Anton Viktorovich, at that time the head of the operational department of IK-15 — The Insider > , Lapshin <Dmitry Sergeevich, head of IK-15 – The Insider> and the like. And since I took such measures, most of what is happening there has bypassed me. If I had acted differently, I would have ended up at the PNO and from there I would have returned as a “vegetable”. I have met many people with PNO. I saw those to whom psychotropic substances were used, and it's scary, I would not want to become like that. They won’t let you die on purpose, but you won’t be a full-fledged person either. You see those with whom it was, and you understand that they are not joking.

There was one guy, Vasily, sitting with me at the department <in KTB – The Insider> . At eight o'clock in the evening there was a public viewing of local news, which they themselves invent and shoot. Vasily did not go to watch this regime event. Most likely, he had a temperature, and he just went to his department and lay down on the sofa. The controller, passing by, saw him. Vasily told him that he had a temperature. The inspector took him away, took him to the escort, where the press workers worked with him, and he returned already with an apology. The next day, a video of his apology and explanation was broadcast on local television. This is a humiliation of a person. And this happens in a hospital where people come to be treated. That's what they do with sick people.

They give you a meeting with the administration – they can put them in a cell with them or they will allegedly take you for a fluorography. I had a meeting there with these Tiberius, Stas and Associate Professor, and now they began to drive me there: “Why are you such a revolutionary? What, could not find a common language? They wrote a paper to protect me from the masses, so that the masses would not follow my methods and so that the administration would have leverage to put pressure on the masses.
A friend of mine opened up, he was locked up at the PNO, where he refused to eat. На ЕПКТ-31 попадает человек, его пытают, мучают, но если даже и убьют, спишут на суицид. Так или иначе, они пытаются вывезти тебя в КТБ, чтобы они дали отписку, что ты умер от какой-то болезни. В КТБ тебя легче спрятать. Там увезут тебя на этапку — вроде бы тебя и на отделении нет, и ты вроде на этапе, но ни в какое учреждение не попадаешь и можешь на этой этапке пробыть месяц, и два, и три. По закону через 21 день тебя обязаны вывести — так тебя на один день поднимут на отделение, проведут через приемный покой и обратно спускают на этапку. И там вроде бы врачи, которые должны тебе помогать, а на тебя смотрят, как на какой-то расходный материал.

Да, мы осужденные, мы совершили преступление — кто-то убийство, кто-то разбой, но мы несем наказание за свои деяния. Но когда с тобой совершают те же преступления, прикрываясь законом и мотивируя это тем, что это исправление, то ты не понимаешь, почему исполнительная власть идет против закона, нарушает правила, принципы гуманности и человечности. Те, кто должны исполнять закон, преступают его, издеваясь, пытая, унижая и убивая людей, да еще и получают зарплату за это. У них это все происходит с «ха-ха» и «хи-хи». Нацисты, наверное, так поступали. Это страшно и тяжело.
Москва дергает за ниточки. Это всё ФСБ делает. Это конвейер, где они создают своих агентов, людей с подавленной психикой. Настоящий ГУЛАГ. Всё делается для того, чтобы люди выходили сломленные. Никто там не говорит о том, что тебя должны перевоспитать. Это всё чушь. Всё построено на том, чтобы уничтожить, сломать.
Это программа, чтобы держать под контролем все массы. Лагерь — маленькая копия одного города, а может быть, и всей страны в целом. На тот момент [Николай Леонидович] Васильев вот этот, начальник ГУФСИН по Красноярскому краю <в 2022 году назначен начальником Главного оперативного управления (ГОУ) ФСИН — The Insider> , — без его ведома ничего там не делается. От последнего врача до главного генерала — это одна большая цепочка. Все всё прекрасно знают и на всё закрывают глаза. Даже какой-нибудь простой санитар знает всё, что происходит, иначе он бы не смог там работать. Я считаю, что это правительственная программа для управления массами людей.
Евгений: «Сказали, что изобьют и изнасилуют»
Был этапирован в КТБ-1 в декабре 2017 года. До этого Евгений уже был в этой больнице и, когда вернулся оттуда обратно в колонию, написал несколько жалоб на врача КТБ-1. В них он указал, что в больнице ему не оказали медицинскую помощь, заключенных размещают там с нарушением нормы жилой площади, в помещениях нет вентиляции, упомянул и другие нарушения. Когда его во второй раз отправили в КТБ, он был уверен, что его везут лечиться. Однако оказалось, что на него решили надавить и заставить извиняться на камеру за то, что он осмелился писать жалобы. Имя изменено.
В КТБ я был в инфекционном отделении № 2. Как только я туда прибыл, ко мне в палату пришел «завхоз» отделения. «Завхозом» мы называем сотрудника администрации, тоже осужденного, но оказывающего нештатные услуги администрации. Он пришел ко мне и говорит, что меня сейчас переведут в специальное этапное помещение и там мне надо будет извиниться на камеру. Я поинтересовался, за что я должен извиняться. Мне сказали, что я писал жалобы и будет произведена видеосъемка, где я признаюсь в том, что незаконно написал их. Также мне надо было предупредить других осужденных, чтобы они так не поступали. Я сказал, что этого делать не буду. На это «завхоз» ответил, что если не буду, то у меня начнутся проблемы. Я отказался: «Мне без разницы, пусть что хотят делают, но я извиняться не буду». После этого «завхоз» ушел.
На следующий день ко мне пришел смотрящий инфекционного отделения и сказал: «Надо решать вопрос, если сейчас не будешь извиняться, то начнутся проблемы у всех мужиков здесь». Он угрожал тем, что запретят всем заключенным в КТБ свидания, звонки и магазин, и всё из-за меня одного. Я ответил: «Это не мои проблемы, я делать ничего не буду, и попробуй эту проблему решить сам». После этого смотрящий ушел. Через час пришел «завхоз» и сказал, что, если я сейчас не извинюсь на камеру и не решу этот вопрос с администрацией, меня поведут на пресс-хату и изобьют. Я ответил, что ничего делать не буду.
Еще через день администрация КТБ-1 снова отправила «завхоза» ко мне. Я опять сказал, что извиняться не буду. На третий день администрация забрала всю аппаратуру в двух инфекционных корпусах: радио, кипятильники, чайники и телевизор. Всем заключенным, которые были в больнице, передали: это потому, что я не извиняюсь на камеру. И предупредили, что им перестанут давать звонки, выводить в магазин и запретят ходить на свидания. Так и случилось.

Увидев, что в отношении меня и других совершаются противоправные действия, я написал заявление и пошел к начальнику на прием. В кабинете сидел исполняющий обязанности начальника КТБ-1 Смирнов, на тот момент — начальник оперативной части КТБ-1. Инициалы этого Смирнова я не помню. Я не успел зайти, как он сразу начал на меня кричать и давить. Он обещал, что, если я не извинюсь на камеру, меня переведут в помещение этапа, где изобьют и изнасилуют. Я ответил, что извиняться не буду. Смирнов на меня кричал, оскорблял, но я не поддавался на его провокации. Перед тем, как я ушел, он сказал, что дает мне сутки подумать.
С утра меня заказали на этап и увезли, несмотря на то, что у меня инфекционное заболевание по сей день. Перед отъездом ко мне подошла врач инфекционного отделения, Татьяна, известная там, полненькая. Она сказала: «Я не могу тебя оставить лечить. Я понимаю, что у тебя болезнь. Ты в следующем этапе как-нибудь напиши заявление, приедешь на КТБ-1, и я уже тебя вылечу». А в этот раз, по её словам, я приезжал по оперативному наряду и в отношении меня проводились оперативные работы. После этого она попрощалась, и я уехал на этап в ИК-16.
В результате я пробыл на КТБ-1 пять дней, и никто меня не лечил, несмотря на то, что я прибыл по болезни. Эти сведения отражены как в моей карте, так и в документах, которые есть в КТБ-1. После этого туда лечиться не ездил, опасался за свою жизнь.

Через месяц после этой ситуации туда повезли моего друга Ш.C., который тоже отбывал наказание в ИК-16. Там на него оказывали психологическое давление, избили, проводили в отношении него какие-то непонятные работы. Хотя уезжал он туда лечиться. Кроме того, привозили туда осужденного Т.У., тоже для наказания, из ИК-16. Туда же отправили З.М. из ИК-16 и многих других. Все они мои знакомые осужденные.
Делается это всё для того, чтобы сломать человека, уничтожить его «Я». Тогда осужденного легче заставить подписать бумаги о сотрудничестве с ними или об отказе от каких-то воровских традиций.
Вячеслав Кононенко: «Все происходит под руководством главврача Пидоренко»

Осужденного привозят в КТБ-1 в отделение ПНО по распоряжению ГУФСИН России по Красноярскому краю. Там врачи вкалывают психотропные вещества осужденным, превращают их в «овощи». Я не могу сказать, почему медперсонал подчиняется ГУФСИН, но, тем не менее, они между собой взаимосвязанно работают. Все сотрудники отделения в курсе происходящего, потому что этого не видеть невозможно. Когда заключенный привязан по рукам и ногам к кровати — это видно на обходе. Все это видят, и ни у кого это не вызывает вопросов.
Главврач отделения [Евгений] Пидоренко непосредственно не принимает участие, но под его руководством это всё происходит. Сам он уколов не делает, для этого есть медсестры. Но кто дал им это указание? Психиатр? Главврач? Оперативник? Некоторые указания могут давать и оперативники.

О том, что начальник отделения ПНО Евгений Пидоренко подписывает эпикризы, из которых следует, что психически здоровым людям прописывают сильнейшие психотропные препараты, писала в 2017 году «Новая газета» в статье о пытках в КТБ-1 осужденного по делу о нападении на Ингушетию Зелимхана Медова:
«Проводимое лечение: аминазин до 250 мг, галоперидол деканоат 100 мг, галоперидол до 10 мг, трифтазин 10 мг, неулептил до 20 мг, противотуберкулезная терапия», — говорилось в выписке из эпикриза. Исполнительный директор Независимой психиатрической ассоциации России Любовь Виноградова по просьбе журналистов «Новой» изучила письма Медова и сделанные им выписки о лечении и подтвердила, что «никаких выраженных психических расстройств при поступлении не описано». Аминазин употребляется в случаях сильного психомоторного возбуждения, в его случае это можно было применить разве что однократно и не в таких дозировках. Галоперидол деканоат — одно из самых сильных средств, назначают при слуховых галлюцинациях, а у него их не было. Ему показан неулептил как корректор поведения в течение длительного времени, однако его выписали с рекомендацией принимать аминазин на ночь и дважды в месяц делать инъекции галоперидола. Он может от всего этого отказаться. Амбулаторная помощь должна оказываться только на основе добровольного информированного согласия.
В КТБ-1 к Медову применяли те же методы воздействия, что и к бывшим заключенным, с которыми поговорил The Insider. Также Медов описывает, как его «кормили» кашей через задний проход:
«24.04.2017 инспектор увел меня из ТЛО-7: “К тебе пришли”. Я думал, ОНК. Дошли до подъезда, где вход в ПНО, там меня за запястья схватили “завхоз” ПНО и санитар, повели в палату № 13, привязали веревками к кровати, сначала, лежа на спине, затем перевязали (когда я не согласился на их условиях снять голодовку) и положили на живот. После этого “завхоз” и один “обиженный” насильно пытались (санитар стоял в стороне) принудительно кормить (мне очень стыдно об этом рассказывать, но надо) через задний проход: залили в грелку жидкую “кашу” (борщ или что-то в этом роде) и с силой заталкивали пластмассовую твердую длинную пипетку (было очень больно, но я совсем молчал, потому что говорить в это время было очень стыдно), но у них не получалось залить “кашу”. Намучившись, ушли, привели “обиженных” с тарелками, угрожали через них кормить (в рот влить кашу и таким образом понизить мой арестантский статус до “обиженного”). Я в ответ только посмеивался над ними: “А что у вас тарелки пустые?”»
Информацию о пытках и издевательствах в КТБ-1 подтверждают также бывшие члены ОНК Красноярского края. В записках бывшего председателя ОНК Валерия Слепухи, которые есть в распоряжении The Insider, рассказывается, в частности, о том, как в больнице оказывали давление на заключенного Сулима Битаева, который после смерти в ЕПКТ от пыток его родственника Ислама Магомадова начал писать жалобы в прокуратуру Красноярского края, ФСИН и ГУФСИН — и в результате был отправлен в КТБ-1. Выдержка из материалов ОНК:
«22.11.2017 г. сотрудники тюремной больницы отказались вывести его к членам ОНК на личную беседу, якобы по причине отказа пройти досмотр. Не поверив в это, члены ОНК сами проследовали к Битаеву в психо-неврологическое отделение. Осужденный сообщил, что примерно в 13:30 сотрудники вывели его из палаты и в одном из кабинетов потребовали раздеться в присутствии пяти сотрудников, у каждого из которых были видеорегистраторы. По словам осужденного, он разделся, но снять трусы согласился только за ширмой, а не на всеобщем обозрении у присутствующих. Это и было расценено как отказ от прохождения досмотра. При членах ОНК осужденный снова повторил свое желание общаться с членами комиссии и готовность пройти полный досмотр при соблюдении элементарной приватности (за ширмой и без видеорегистраторов). Через минут 30 Битаева вывели на беседу к ОНК. По его словам, второй обыск происходил по-другому: в кабинете присутствовали два сотрудника и медицинский сотрудник, который предложил провести ему ректальный осмотр. На его вопрос ответили, что это обязательная процедура перед посещением ОНК, что было впервые за 14 лет отбывания наказания».
По свидетельствам членов ОНК, в результате оказанного на Битаева давления (ему, в частности, угрожали «заколоть» галоперидолом) он был вынужден сказать на видеокамеру, что претензий к сотрудникам ИК-17 не имеет и что физическую силу к нему не применяли.
