State Duma Deputy Vitaly Milonov introduced bill prohibition of gender reassignment without medical indications.
Medical indications include transsexualism as a personality disorder according to the international classification.
Milonov also demands a ban on “legal” gender reassignment without a previous corresponding operation.
An 18-page explanatory note reflected all the views of Deputy Milonov on the problem.
