The Moscow Garrison Military Court sentenced Leonid Kharlamov, ex-deputy head of the Defense Ministry's department for state defense orders, to five years in a strict regime prison. He was found guilty of taking especially large bribes (part 6 of article 290 of the Criminal Code of the Russian Federation). Kharlamov was also stripped of his military rank of colonel, and 3 million rubles confiscated from him and property worth more than 2 million rubles were turned over to the state. When sentencing, the court took into account Kharlamov's state awards and the fact of his participation in the war in Syria, as well as the fact that Kharlamov pleaded guilty and made a deal with the investigation.
According to the court, in 2019–2022, Kharlamov received bribes totaling 6.5 million rubles for “general patronage” and the provision of state contracts to the NPO RIF Corporation. It produced thermoelectric modules, thick-film heating elements, hybrid microelectronics, etc. Kharlamov himself, according to Kommersant, in the Ministry of Defense was responsible for supplying the ground forces with multiple launch rocket systems.
