The Parliament of the Samara Region submitted to the State Duma bill on the identification of “persons suffering from mental disorders” in educational institutions.
The same document plans to involve the police in working not only with people in need of psychiatric help, but also with those who may only need it.
This includes adolescents who can harm themselves, even potentially. It is planned to subject to compulsory dispensary observation “persons in respect of whom a diagnosis has been established, suggesting the likelihood of developing a pronounced mental disorder in the future with the possibility of creating a danger to themselves and others by their actions.”
