Formerly US Chargé d’Affaires in Moscow Rud in an interview with RIA Novosti reportedthat Russia and the United States have a channel for discussing the topic of nuclear risk management at the level of intelligence agencies and that, if necessary, CIA Director Burns and SVR head Naryshkin can again negotiate.
