In Chelyabinsk, a citizen of Belarus Alexander Arlukevich is called to the war with Ukraine on mobilization. Pavel Chikov, lawyer and head of the Agora human rights group, reports this. This is the first time in Russia that a foreigner was called up for mobilization.
Arlukevich works at a sugar factory in Chelyabinsk. He does not have Russian citizenship and a Russian residence permit. This is not necessary, since citizens of Belarus can stay on the territory of Russia under a simplified procedure. The summons to appear at the military commissariat of the Soviet and Central regions of Chelyabinsk to be sent to the assembly point was handed to Arlukevich at the workplace by the brigadier. Chikov emphasizes that the agenda explicitly states his Belarusian citizenship and mobilization.
The man was supposed to appear at the military registration and enlistment office on December 1, but did not. They said that they would send him to the army by force. According to Putin's decree on partial mobilization, only Russian citizens are subject to conscription, and foreigners can go to war only as volunteers. Now Arlukovich is trying to appeal the decision to mobilize in court.
