In 2022, Moscow courts accepted a record number of cases against military registration and enlistment offices. Pavel Chikov, a lawyer and head of the Agora international human rights group, writes about this.
Last year, 416 administrative claims were registered against the Moscow military registration and enlistment offices, and this year – 1495 (as of December 18, 2022). Thus, their number increased by 3.6 times. At the same time, as Chikov emphasizes, the growth of legal claims against military registration and enlistment offices began long before the start of the war in Ukraine. Administrative lawsuits are filed to challenge the legality of certain actions, omissions and decisions of government agencies and officials.
This year, the courts of first instance considered 1243 cases, 505 of which in the first half of the year and 729 in the incomplete second. After the announcement of the mobilization, the courts accepted 292 lawsuits against military registration and enlistment offices – almost the same number as in the whole of 2017. In 47% of cases (578 cases), the courts refuse to satisfy claims. Only in 12% (146 cases) they were partially or completely satisfied.
