Russian President Vladimir Putin signed a decree on the creation of a working group that will ensure the interaction of authorities and organizations on issues of mobilization training and mobilization. Back in early November, Putin himself said that he would consult with lawyers about whether an official decree was needed to complete the mobilization, and assured that the mobilization was "definitely completed."

According to the new decree, the group will also deal with issues of social and legal protection of Russians participating in the "special operation" and their families. In addition to officials, the working group also included military propagandists who have been actively covering the “special operation” since February 24 and sometimes criticize the silence of the Ministry of Defense in the face of failures at the front and retreats of the Russian army, as well as problems with the supply of fighters. On October 28, Defense Minister Sergei Shoigu reported to Putin that the “partial” mobilization activities had been completed. However, the decree on its completion was never signed. The end of mobilization is expected not only by the citizens of the Russian Federation, but also by some deputies. In early December, Moscow City Duma deputies Evgeny Stupin (KPRF), Maxim Kruglov (Yabloko) and Mikhail Timonov (Fair Russia) drew attention to the fact that the mobilization had not been officially completed, demanding that Putin issue a corresponding decree. But the Moscow City Duma refused to register the appeal.
