Putin submitted to the State Duma a draft law on the rejection of the international convention on criminal liability for corruption

Vladimir Putin submitted to the State Duma a draft law on Russia's denunciation of the convention criminalizing corruption. This decision is justified by the limitation of Russia's powers in the Group of States against Corruption (GRECO), the explanatory note says.

Russia signed the Convention on Criminal Liability for Corruption on January 27, 1999 in Strasbourg. On July 25, 2006, it was ratified. A few months after Putin launched a war against Ukraine, the Council of Europe decided to limit Russia's powers in GRECO.

“The member states of the Council of Europe <…> are convinced of the need to pursue, as a matter of priority, a common criminal policy aimed at protecting society from corruption, including the adoption of appropriate legislation and preventive measures,” the preamble of the convention says. The document deals with such articles as bribery of a private person, officials of international organizations, parliamentarians, judges and more.
