The Office of the United Nations High Commissioner for Human Rights (OHCHR) has published a monthly report on civilian casualties in Ukraine. According to the report, for the period from February 24, 2022 (since the beginning of the Russian invasion of Ukraine) to January 9, 2023, the UN recorded 18,096 civilian casualties: 6,952 killed and 11,144 injured.
9,788 victims (4,078 killed and 5,710 injured) are in the Donetsk and Lugansk regions, mostly in territories under Ukrainian control.
In other regions of Ukraine, 8,308 victims were recorded (2,874 killed and 5,434 injured).
According to the UN, 35 children died and 254 were injured during this period.
Most were affected by "the use of wide-area explosives such as heavy artillery, multiple rocket launchers, rockets and airstrikes."
The agency notes that the actual figures are significantly higher than those indicated in the monthly report, as intense fighting delays and makes it difficult to transfer information about the victims:
“OHCHR believes that the actual figures are much higher, as it is extremely difficult to obtain information from areas where there is intense fighting, and many reports [of casualties] are still unconfirmed. This concerns, for example, Mariupol (Donetsk region), Izyum (Kharkiv region), Lysichansk, Popasna and Severodonetsk (Luhansk region), where there are allegedly numerous civilian casualties.”
