Within the framework of their powers, the Ministry of Justice of the Russian Federation and its territorial bodies have the right to request any information about a "foreign agent" from any authorities and organizations. In this case, banking, tax and other secrets do not apply.
Another innovation is that information must be provided to officials within the period that they indicate in their request. This provision is contrary to the Federal Law "On the protection of the rights of legal entities and individual entrepreneurs in the exercise of state control (supervision) and municipal control." By law, documents must be submitted within 10 business days of receipt of the request.
The regulation introduces for the first time an ideological focus of vision when conducting inspections of "foreign agents". Their activities will be officially assessed by the Ministry of Justice through the prism of “presence (absence) of prerequisites” in activities that threaten national sovereignty, political independence, territorial integrity and national interests of the country. A report will be made based on the results. Such an assessment should not be characteristic of the Ministry of Justice, since other state authorities are responsible for these areas.
