The EU has updated its gray list of tax jurisdictions to include Russia, the British Virgin Islands, the Marshall Islands and Costa Rica. This is stated in the message of the Council of the EU:
"The Council regrets that these jurisdictions are not cooperating on tax matters and encourages them to strengthen their legal framework to address the issues identified."
The reasons why Russia ended up on this list are the failure to fulfill obligations and the inability to conduct a constructive dialogue with the country after the start of the war:
“Russia has not fulfilled its obligation to eliminate the harmful aspects of the special regime for international holding companies. In addition, dialogue with Russia on issues related to taxation has stalled after Russian aggression against Ukraine.”
