The database with the personal data of those liable for military service is already ready, it can be used if the second wave of mobilization begins – “Explanatory Note”

The database with personal data on Russian military servicemen, with the help of which the authorities planned to launch a state resource with information “necessary for updating military records,” is almost ready. As journalist Maksim Tovkaylo writes in Explanatory Note (a project by journalist Farida Rustamova), the base may be tested this spring if the Kremlin decides to announce a new wave of mobilization.

The database contains information about registration, phone numbers, health status and work of those liable for military service. There will also be information on all deferrals from mobilization.

Although formally the base should be fully operational only by April 2024, many changes are already in place, the text of the Explanatory Note says:

“For example, already now the social security authorities in Moscow and the regions are transmitting to the Ministry of Defense data on unemployed Russians registered at the labor exchange,” says a source in the Moscow Department of Labor and Social Protection. “It’s quite logical, being unemployed means you definitely don’t have a reservation from the employer, why not serve,” he says.

First of all, the current registration addresses, photographs and telephone numbers of those liable for military service are entered into the database, the source at the IT company continues. This is necessary, among other things, in order to search through the city cells for those who fall under mobilization, but did not come to the draft board. <…> With the help of the new base, it will be easier for the authorities to close the “deviators” from leaving the country. In autumn, the lists of those who were banned from leaving by the military registration and enlistment offices were received at border points unevenly.”

At the end of October 2022, Russian Defense Minister Sergei Shoigu reported to Putin that the "partial" mobilization activities had been completed. A decree on the completion of mobilization was not issued at the same time. After some time, it became known that the publication of the decree was not planned.
