A message appeared on the website of the Bryansk Regional Duma that they want to oblige residents of the Bryansk region to pay for air defense, and to include air defense costs in utility bills. The message about this on the website of the Regional Duma drew the attention of the Telegram channel "CHTD". Later, the note was edited , and then it stopped opening (a copy of the text remained in the web archive). The regional government called it a "hacker attack."

The corresponding discussion began after Andrey Kartapolov, head of the State Duma Committee on Defense, who advised businesses to independently purchase air defense to protect against Ukrainian drones.

“In the course of approving the work plan of the Standing Committee of the Bryansk Regional Duma on Housing and Communal Services <…> the initiative of the head of the State Duma Committee on Defense Andrey Kartapolov was considered and it was proposed to work out a mechanism for implementing in utility payments for the population part of the costs of ensuring the operation of air defense systems to protect the region from terrorist attacks,” the note said.
