In the city of Biysk, Altai Territory, a rally was held against the increase in housing and communal services tariffs. According to the local branch of the Communist Party of the Russian Federation, which organized the action, about a thousand people took part in it. The protesters also demanded the resignation of the governor of the Altai Territory, Viktor Tomenko.

“The Siberian Generating Company forms heat supply prices without control from the administrative authorities after the city leaves the tariff regulation zone in 2020,” the report says. In addition, according to the Communist Party of the Russian Federation, Governor Tomenko raised housing and communal services tariffs "more than the norms recommended by the government."

The Communist Party of the Russian Federation calls the rally held in Biysk the most massive protest in Russia against rising prices for utilities.
