He issued an official statement in which he blamed the Ukrainian special services and "agents from the FBK" Alexei Navalny for the incident:
“The terrorist act committed on April 2 in St. Petersburg against the well-known journalist Vladlen Tatarsky was planned by the special services of Ukraine with the involvement of agents from among persons collaborating with Navalny’s so-called Anti-Corruption Foundation, of which the detained Daria Trepova is an active supporter.”

He urged to focus on official statements, and also announced the trace of the Ukrainian special services:
“Now there is an active phase of the investigation. We see quite vigorous steps to detain suspects. Let's be patient and wait for the statements of our special services that are working on this. There is evidence that the Ukrainian special services may be involved in the planning of this terrorist attack. Naturally, this is a terrorist attack. We wish a speedy recovery to those affected by this attack. And, of course, we condole with the family and friends of Fomin (Tatarsky's real name) , who died as a result of this terrorist attack.

He also spoke about "Ukrainian sources":
“It's time to realize the very obvious things. If someone in front of you said that he was receiving money or work from Ukrainian sources, it is highly likely that this someone has embarked on the path of betrayal. And he's already committed a crime. He is an enemy, and it is necessary to report him to the special services or law enforcement agencies.”

Do not refute – what if someone thinks that we really are?
Let me remind you that in one big general case of the FBK there are already articles on calls for terrorist activities (205.2). They have been trying to hang terrorism on us for a long time.
And in the foreseeable future there will be a trial of Navalny. Obviously they plan to give him the maximum term, and terrorism is very convenient for this.
Everything that is happening suggests that in reality it was the FSB agents who simply eliminated this propagandist themselves. They have been doing this since 2014: poisoning and killing each other cheerfully, dividing the markets. It's just that not all cases are public.
And today it is very convenient for them to attribute FBK here.
We need not only an external absolute enemy in the form of Ukraine, but also an internal one in the form of Navalny’s team.”
