The deputies wanted to show Russians families with many children on television, in advertisements and in films in order to improve the birth rate in the country and increase the number of families with three or more children. The corresponding bill was developed by the Just Russia – For Truth faction, deputy Dmitry Gusev, the first deputy head of the faction and the author of the initiative, said, TASS quoted him.
The bill will oblige the creators of advertising to show exclusively large families in commercials – with three or four children. The MP stressed that he would offer to discuss the draft law with his colleagues at the next meeting. According to the deputy, Russian advertisements and films often show families with one or two children.

Vakhtang Kipshidze, deputy head of the synodal department of the Moscow Patriarchate for relations between the church, society and the media, said at the same press conference that in Western countries LGBT projects receive benefits, but "people of traditional values are discriminated against." According to him, in Russia they should respond with “positive discrimination”, and families with many children will receive “the same preferential position”. He called "affirmative discrimination" an "appropriate response" to the challenges that the traditional family supposedly faces.
