Spring conscription has started in the Vladimir Region, during which the region will for the first time completely abandon paper summonses, and notifications of conscription for military service will be sent to the State Services portal, to educational organizations or employers, Vladimir Military Commissar Yuri Gusarov said , the message was published in the official Telegram- regional government channel.

“An innovation of this draft campaign will be the absence of paper summonses: now a notification to young people who are subject to urgent service in the Russian Armed Forces will come on the State Services portal or to an educational organization or employer.”

Lawyer Dmitry Zakhvatov recalled in a conversation with The Insider that, according to Part 3 of Article 26 of the Federal Law “On Military Duty”, citizens are summoned to events related to conscription for military service by subpoenas of the military commissariat, and there is no other order. That is, “notifications for public services” are not provided for by law.

“Notification of recruits about their appearance for a medical examination, a meeting of the draft board or for sending to a military unit for military service is carried out by subpoenas of the military commissariat of the municipality (municipalities) in the form in accordance with Appendix No. 1 (summons).

Subpoenas are handed over to conscripts against receipt by employees of the military commissariats of municipalities (local self-government bodies of settlements and local self-government bodies of urban districts in territories where there are no military commissariats of municipalities) or at the place of work (study) of the conscript by leaders, other officials (employees) of organizations , as a rule, no later than 3 days before the date specified in the agenda.

In March, several regions began distributing subpoenas “to clarify military registration specialties and streamline documents.” Lawyer Pavel Chikov reported that in fact such subpoenas are already being distributed in 43 regions of Russia. The representative of the General Staff of the RF Armed Forces, Vladimir Tsimlyansky, said that the Russian military registration and enlistment offices will for the first time begin to send alerts in electronic form as part of the spring conscription campaign in 2023. However, lawyer Dmitry Zakhvatov emphasized that the "electronic notification" would have no legal significance.
