From the date of receipt of the summons and until the appearance at the military registration and enlistment office, a citizen is prohibited from leaving the Russian Federation, follows from the amendments to the bill on a unified register of persons liable for military service. The bill is expected to be considered by the State Duma today.
From the text of the bill:
“Citizens who are subject to conscription for military service and who have received a summons from the military commissariat, from the day when, in accordance with federal law, such a summons is considered handed in, are prohibited from leaving the Russian Federation. The specified restriction is valid until the fulfillment of the obligation to appear on the summons to the military commissariat.
The summons to the military registration and enlistment office will be considered received from the moment its electronic version is posted in the personal account of a person liable for military service at the State Services, head of the State Duma Committee on Defense Andrei Kartapolov said earlier. At the same time, about 2 weeks ago, Kartapolov argued that they would not send summonses through the State Services, since this is not provided for by law.
