The State Duma adopted in three readings at once a bill on electronic "notifications" (summons), new measures of responsibility for "avoiding" conscripts, as well as the creation of a unified register of those liable for military service. Most of the amendments to the law "On military duty and military service" were adopted unanimously (with one abstention), RIA Novosti reports .
Now the bill must be approved by the Federation Council, after which it must be signed by the President of Russia. After that, the bill will come into force.
An amendment was also approved on the possibility of enrolling in the reserve those who are obliged to be on military records without a personal appearance. In addition, the State Duma supported the obligation of the Federal Tax Service, the Ministry of Internal Affairs, the CEC, the Ministry of Education, courts, medical organizations and the social fund to provide citizens' data for military registration. Organizations are obliged to provide in electronic form the information necessary for maintaining military records about citizens who are on military records or not, but are obliged to be on it.
The State Duma also voted to extend credit holidays until the end of the year for participants in the war with Ukraine.
Communist Party deputy Nina Ostanina said that the adoption of the law at such a speed is a disrespectful attitude towards the deputies, who, after the adoption of the law, are responsible for this bill. According to her, amendments were already adopted in the Duma in a similar way, but there was no such thing as a whole law being adopted immediately in three readings after a two-hour acquaintance with it. She added that she would not be able to answer voters' questions about the content of each amendment, and demanded to publicly explain all the amendments, which were adopted in a hurry. Separately, Ostanina advocated deferrals for fathers of three children and children with disabilities.
The day before, on April 10, Andrey Kartapolov, the head of the State Duma Defense Committee, said that electronic notifications and paper summonses from the military registration and enlistment offices would have equal legal force. He also announced that the State Duma will consider the bill on April 11. Prior to the adoption of the amendments, “electronic notification” could not have legal significance, lawyer Dmitry Zakhvatov told The Insider. Earlier, according to part 3 of Art. 26 "On military duty" citizens were summoned to events related to conscription for military service, only by summons of the military commissariat.
