An official in the Pskov region replaced information about income with Putin’s decree allowing not to report

The head of the Pytalovsky district of the Pskov region, Vera Kondratyeva, instead of reporting income, published a decree of Russian President Vladimir Putin, allowing not to report income. The Pskov Governorate Telegram channel drew attention to this.

The document on information about the income of municipal deputies indicates that 15 people reported to the authorities, but they decided not to publish information for voters. Instead of a report, Kondratieva published Putin's decree, which allows officials, military and security officials not to report income during the war in Ukraine.

In December 2022, Putin adopted a decree according to which all Russian officials are exempt from the need to make income declarations public for the duration of the “SVO”. The same applies to the military, security forces and, in general, to everyone who was previously obliged to publish such declarations on public resources. The new decree refers to two groups of persons with varying degrees of cancellation of obligations – these are those who can forget about reporting altogether, and those who need to report, but can not publish a declaration.
