“Dossier”: Marat Khusnullin’s daughter owns a network of offshore companies

The daughter of Deputy Prime Minister for Construction Policy of the Russian Federation Marat Khusnullin owns a whole network of offshore companies, the Dossier Center found out . Investigators discovered an estate near Paris, a villa in Cyprus, a business on the Cote d'Azur and other property of Khusnullin's relatives, bought thanks to this offshore network.

Alina Khusnullina, married to Kireev, lives in Cyprus. Her husband is Evgeny Kireev, the son of Sergey Kireev, Director General of the Novorossiysk Commercial Sea Port. According to the Dossier source, Kireev is a citizen of Cyprus.

In Cyprus, Alina and Evgeny own a spacious three-story villa with a swimming pool, a garden, a gazebo and the same bathhouse at the end of the site, the investigators learned. The total area of ​​the villa is almost 1000 square meters, the plot is 1720 square meters. It is located in one of the most prestigious suburban areas of Limassol. According to some advertisements for the sale of villas, the residence of the President of Cyprus is located in the same area. Based on the average prices per square meter in the area, Dossier has estimated the cost of this villa at 4.5 million euros.

Alina Kireeva represents a group of companies   Fortress Group, which, according to Dossier, turned out to be a real offshore network of the Khusnullins-Kireev family office.

This group has five flagship companies: Cypriot Fortress Nominees, Fortress Secretarial, Fortress (Far East) CY, Belize-based Fortress Services Belize and Hong Kong-based Fortress (Far East). They united under themselves 37 offshore companies.

Officially, companies are engaged in different things: transportation, investment, business management and real estate. What they are actually doing is not known for certain, investigators say. They suggest that these companies are needed to hide real estate, taxes and withdraw money to offshore accounts in the interests of both Sergei Kireev and Marat Khusnullin himself.

The source of the publication believes that thanks to connections in the construction complex, the Deputy Prime Minister could help launder illegal income for Sergei Kireev.

The Dossier writes that the Kireevs closed the chain of offshore companies on top of each other so that the true owners could not be traced. Investigators drew attention to the fact that one of the offshore   – Stamukha Shipping Limited – in August 2022, I bought a 30.5-meter yacht of the Yacht AB-100 model from Italy from a certain Loginov Roman Nikolaevich in Sochi and two days later resold it to NCSP Fleet JSC in Novorossiysk.   NCSP Fleet is a state-owned company. She is engaged in servicing the ships of the largest port operator in Russia. Investigators suggest that the purchase was likely made in favor of the head of NCSP Sergey Kireev, matchmaker Marat Khusnullin, or someone else in this company.

The cost of the yacht is 11 million euros for standard equipment and 12.5 million for customized. In ruble terms, the price will be about 682 million rubles at the exchange rate at the time of the transaction, Dossier notes.

The Fortress Group made other major purchases as well. In 2017 Maxadona Investments Ltd. bought the real estate agency SCI Lares from the former banker Yuri Milyukov. It recorded an old mansion in the commune of Vineuil-Saint-Firmain, 20 kilometers from Paris. The cost of the estate is 2.35 million euros, that is, 164.5 million rubles. Since Maxadona Investments is subordinate to the Fortress group of companies, the investigators conclude that its ultimate owners are the Kireev-Khusnullin family.

The investigators also learned that in 2015, as an adviser to Vice Mayor Khusnullin, his cousin Ildus Minnikhanov acquired the Azur Life real estate agency. Azur Life conducts transactions for the purchase and rental of apartments and villas throughout the Cote d'Azur. In June 2022, Minnikhanov sold his stake to Azur Life co-owner Natalia Vinogradova. The deal was nominal: 60% of the shares cost Vinogradova 498 euros, which is several times less than the monthly rent of any of the apartments rented by the agency. According to Dossier, the Minnikhanov family remains the true beneficiaries of the agency.
