Deputy Shoigu earns tens of billions of rubles on the destroyed Mariupol – “Dossier”

Timur Ivanov, deputy head of the Ministry of Defense for construction, continues to earn money from the war in Ukraine, in particular, he receives tens of billions of rubles during the construction of buildings in Mariupol destroyed by Russia. This is reported by the Dossier Center, noting in the text that the territories occupied by the Russian Federation have become a real “gold mine” for Ivanov.

Separately, the journalists emphasized that the anonymous interlocutor of “Ch.” played one of the most important roles in the preparation of the investigation. He closely communicated with Ivanov for more than ten years, and gave many details that confirm their acquaintance, including Ivanov's wife, Svetlana Maniovich, and other entourage.

The interlocutor of the center told reporters that Ivanov has a confidant and a "purse" – former senator Alexander Ter-Avanesov. That is why the bailiffs, back in 2019, when they started enforcement proceedings due to a debt of 6.5 billion rubles, did not find any property from Ter-Avanesov. However, he has a four-room apartment on Patriarch's Ponds, registered to his wife, an apartment in the Shuvalovsky residential complex, registered to his wife's relatives, and a Bentley car for 10 million rubles, which is registered with his mother-in-law. The ex-senator never repaid the multibillion-dollar debt.

Former military builder Sergei Khrabrykh, who served for several years in the construction complex of the Ministry of Defense in the Moscow Region, and then worked in the construction business for more than 15 years, including contractors for the Ministry of Defense, said that all construction contractors of the Ministry of Defense do "homework" – so he calls "kickbacks". In 2019, a criminal case was initiated against the Brave for fraud, he left for Spain. However, he was put on the wanted list by Interpol, he spent several months in a pre-trial detention center, but was released on bail and moved to France, where he applied for political asylum.

Brave said that “Ter-Avanesov offered him to become the construction director at Spetsmontazh, and then personally promised in Timur Ivanov’s office that new contracts would go to this company and everything would be fine. Almost immediately, the companies were given the task of landscaping the territory of the Kantemirovskaya Panzer Division for the arrival of OSCE observers in September 2016. 500 million rubles were allocated for this, but only 80 million actually reached the contractor, says Brave. Therefore, part of the territory was asphalted at the facility, the facades of some buildings were restored, and the rest were covered with a dugout net with uplifting posters.

The Ministry of Defense, according to Brave, was still “satisfied” with this work, after which Spetsmontazh began to receive orders regularly. By the end of 2016, the company was fulfilling contracts for the Moscow Region for almost 2.5 billion rubles. The story of the Kantemirovskaya Panzer Division is just one example of a rollback. Brave added that often the money went to firms associated with entrepreneur Sergei Volkodav, whose brother (Yuri Volkodav) worked in the structures of the Ministry of Defense and was close to Ivanov. Later, both Volkodav brothers were arrested for embezzling money from the Moscow Region during the construction of the Vostochny cosmodrome.

Now Ivanov is making money on Mariupol destroyed by the Russian military. As the journalists found out, the Military Construction Company Public Law Company (PPK VSK), a wholly-owned subsidiary of the Ministry of Defense, as well as the Olimpsitistroy company, a private contractor, work there. However, on roller skates from Mariupol with builders, workers flicker either in the clothes of the VSK PPK, or in the form of Olympsitistroy. "Olympsitistroy" – also one of the largest contractors of the Ministry of Defense – "became famous" after the FBK film about Ivanov. Oboronspetsstroy, a company associated with Olimpsitistroy, bought marble for the mansion of the Deputy Minister of Defense and owns land in the Tver region, where the Ivanov family has an estate. Olimpsitistroy has two owners: businessmen Dmitry Khavronin and Alexander Fomin.

Now PPK VSK is building new houses in Mariupol, its creation in 2020 was lobbied by Timur Ivanov, and in fact the work is being carried out by the subcontractor Olimpsitistroy. The company has already built the Nevsky residential complex, is building a medical center with a total area of ​​​​almost 60 thousand square meters. m. Ivanov often inspects the sites, Alexander Fomin accompanies him on trips. According to the same Brave, Fomin left for Mariupol last spring, and has already managed to master tens of billions of rubles. At the same time, so far they have built a single residential complex.

“No one knows how long Mariupol will be with Russia. And if so, why build something at all if they will take it back or bomb it anyway? But the money is allocated and mastered. In general, war is a golden time for military contractors,” emphasizes Brave.

Another former friend of Ivanov summed up that Deputy Minister Shoigu "adores a beautiful life." once he left the phone in a hotel in Dubai so that no one would “detect”, and secretly flew with his wife to the Maldives. He also described him as a "Western man" who is madly in love with a woman who "cannot imagine her life outside the Western world."

“By the time the war is lost, the Putin regime will be weakened, and Timur will steal as much from the Mariupol construction sites as is enough for many generations, he will simply come to the West, handing over everyone he can. The couple formally divorced to avoid new EU sanctions against Ivanova after Russia's full-scale invasion of Ukraine. Earlier, the "Project" found out that Timur Ivanov's family owns luxury real estate for almost 1 billion rubles and is trying to hide it. Ivanov himself is also a friend of the press secretary of the President of Russia Dmitry Peskov. At a party in honor of his wife's birthday in 2021, Ivanov covered Peskov's watch for 6 million rubles so that they would not be in the photo.
